Article 24.

  1. The Kyrgyz Republic provides all persons within its territory and under its jurisdiction with the protection of their rights and freedoms. No one may be discriminated against on the basis of sex, race, language, disability, ethnicity, religion, age, political or other opinion, education, origin, property or other status, or other circumstances. Persons who committed discrimination are liable in accordance with the law. Special measures established by law and aimed at ensuring equal opportunities for different social groups in accordance with international obligations do not constitute discrimination.
  2. In the Kyrgyz Republic, everyone is equal before the law and the courts.
  3. In the Kyrgyz Republic, men and women have equal rights and freedoms and equal opportunities for their realization.

4. It is prohibited to promote national, racial, religious hatred, gender and other social superiority, calling for discrimination, hostility or violence.

The state ensures the functioning of the system of social protection of persons with disabilities, based on the full and equal exercise by them of human and civil rights and freedoms, their social integration without any discrimination, the creation of an accessible environment for persons with disabilities and improvement of their quality of life.
