THE CONSTITUTION OF TURKMENISTAN

Article 65.
The implementation of the rights and freedoms of citizens stipulated by this Constitution may be
limited only in a state of emergency or martial law in a manner and within the limits established by
the Constitution and laws.

The President of Turkmenistan shall:
19) order a state of emergency and martial law;

Article 128.
The procedure for conduct of elections, national and local referenda, shall be determined by law.
The elections and referenda shall not be held during the period of state of emergency and martial
