Article 5
1. Ideological and political differences are recognized in the Republic of Kazakhstan. Creation of political parties in public offices is prohibited.
2. Public associations are equal before the law. The illegal interference of the state in the affairs of public associations and interference of public associations into the affairs of the state, placing functions of the state onto the public associations is prohibited.
3. Creation and activity of public associations with purposes or activities aimed at changing or disrupting the constitutional system, violating the integrity of the republic, undermining national security, initiating social, racial, national, religious, class and clan dissension, as well as creating illegal militarized groups, are forbidden.

Article 14
1. All are equal before the law and the court.
2. No one can undergo any discrimination on account of origin, social, official and property status, origin, race, nationality, language, religion affiliation, beliefs, place of residence or on any other circumstances.

3. propaganda or agitation aiming at forced displacement of the constitutional system, disturbance of the integrity of the republic, undermining of the national security, war, social, racial, national, religious, class and clan superiority, or cult of cruelty and violence are prohibited.
